
Mr. Siner is an experienced international legal and trade professional, as well as a combat veteran. Mr. Siner was a general practitioner for 30 years in Colorado and Washington State. While in Colorado he also spent time as a state court judge and a county attorney.
In 2011 Mr. Siner served as the Senior Commercial Officer at the U.S. Embassy in Kabul. In 2017-2018, he worked again in Kabul as a private contractor for PAE/Tetra Tech as the Technical Director on the Justice Sector Support Program, the largest rule of law program implemented by the U.S. Department of State in Afghanistan.
From 1968-1970, Mr. Siner was on active duty in the U.S. Army. During 1969-1970 he was deployed to Vietnam as an infantryman. He served with Recon, 1/14th Infantry, 4th Infantry Division, and later performed as the battalion S-3 Air NCOIC. He was honorably discharged in 1970 as a Sergeant E-5.
He received his J.D. from The John Marshall Law School in Chicago, and a B.A. in Chinese Studies from Indiana University.
